the mission of the Weatherford ISD is to teach Challenge and Inspire each student in a safe nurturing environment to succeed in the global community school board members administrators the safety of our students and staff remains our highest priority maintaining a culture of safety is an ongoing process we must carefully review additional safety measures to protect our Weatherford ISD family and we want our families and Community to know that we Embrace this responsibility and understand the gravity of our decisions our goal is to maintain a balance between a welcoming atmosphere for students parents and the community while providing the safest environment for our students and staff Texas Penal Code 4603 A-1 allows the school board to adopt a local policy that authorizes the designation of specific employees who are authorized to carry firearms on school premises according to data released by the Texas Association of school boards 172 schools in Texas currently allow staff to carry firearms there are several data sources regarding school shootings and discharge Firearms at a school or campus since 1990 there have been 22 shootings at elementary and secondary schools in which two or more people were killed not counting those perpetrators who committed suicide the data on the slide refers to active school shooting there is also data from everytown for gun safety that states that since 2013 there have been nearly 300 school shootings including K12 schools college and universities in America that's an average of about 1 weak in this case incidents were classified as school shootings when a firearm was discharged inside a school building or on school or campus grounds as documented by the press or confirm through further enquiries with law enforcement students in which guns were brought into schools but not fired or were fired off school grounds after having been possessed in schools were not included every time begin documenting all incident where a firearm is discharged on school property rolling media reports and following up with local law enforcement and school officials when necessary between 2013 and 2015 every town identified 160 school shootings across 38 States nearly 53% of the identified shootings took place at K-12 schools in 47% took place on college or university campuses again incidents were classified as school shootings when a firearm was discharged inside a school building or on school or camp grounds as documented by the press or confirm through further enquiries with law enforcement so what is a Defender program it's a course of action designed a train wisd staff members on ways to defend and protect students and staff are several School models for the defender program the model Weatherford ISD is considering it's from Anna ISD it's an intensive training program consisting of a concealed carry program that would be implemented in our schools on a voluntary basis participants are put through real life scenarios in a school setting with and without use of force the defender program is designed to protect students and staff in the case of a threat until law enforcement arrives it would also include the Havelock saves for every classroom that contain pepper spray trauma kits and vests wisd staff would receive training on providing first aid for treating gunshot and knife wounds if Weatherford ISD where to implement a Defender Pro Stafford dissipation in this program would be voluntary individuals who volunteer would undergo a thorough screening process that would include psychological review fingerprinting a background check and administrative approval all who volunteer will be selected team members will be anonymous team members for the defender program must be an employee or officer of the school district for a minimum of 24 months they must possess and maintain a license to carry for a semi-automatic handgun obtain written authorization from the superintendent and sign a confidentiality agreement Defender program team members would be asked to carry a 9mm semi-automatic handgun that would be obtained at employees expense and they must use defensive ammunition provided by Weatherford ISD it is important to note the defender program does not allow team members to carry a concealed handgun to any school event or activity that is not on Wis the property allow any citizen with a license to carry the right to carry a concealed weapon at Weatherford ISD campuses or on Weatherford ISD property all approved team members will be required to participate in monthly target practice the district will 550 rounds per participant per month initially they will be required to complete 24 hours of combined training and handgun use Crisis Intervention management of hostage situation trauma and wound care and other topics is the necessary about the school board or superintendent team members must participate in the required annual update training as determined by the superintendent or designee and at all times the handgun must be completely empty with the magazine concealed we from the handgun the decision to implemented offender program is not one that is taken lightly by our school board before proceeding they have asked Weatherford ISD administrators together feedback on this program from our staff parents and there are several other safety considerations that could be implemented in Weatherford ISD these include implementing a student ID program bus tags for students adding additional Sr Pros adding Crisis Intervention counselors providing combination safes pepper spray safety vest and Trauma kit for all classrooms
