Language Proficiency Assessment Committee (LPAC)

LPAC Overview
 
In the 19 Texas Administrative Code (TAC) Chapter 89. Adaptations for Special Populations. Subchapter BB, the Commissioner's rules state that all school districts that are required to provide bilingual education and/or an English as a Second Language (ESL) program must establish and operate a Language Proficiency Assessment Committee (LPAC). 
 
The LPAC uses the State LPAC Framework which provides clarification of the legal requirements and guidelines to facilitate the process.
 
The LPAC Framework includes the following sections:

  • English Learner Services
  • Review and Reclassification
  • Monitoring and Evaluation
 
Language Assessment
 
All students new to Texas must complete a Home Language Survey upon registering for school at the home campus.
 
Students for whom a parent/guardian indicates a language other than English is used by the student, at home or in a previous home setting, will be required to complete a language assessment.
 
Upon registering a student, campus personnel will schedule an appointment for language testing.
